Long term Atkins employee and chartered engineer Scott Kelley has been appointed as market director for strategic rail. He takes up the new post having spent the last 10 years in the company’s infrastructure division, including most recently as divisional project delivery director.

“The rail market is experiencing an unprecedented degree of change and I am looking forward to leading our highly motivated and capable team, as we help our clients to navigate the complex challenges they face,” he commented.

Scott has experience overseeing large scale infrastructure projects and has worked on schemes including the West Coast Route Modernisation Programme, Doha Metro Gold Line and Dartford Area Resignalling Scheme. He has also has helped to win several key bids for Atkins such as the Birmingham Gateway Project.

Prior to joining the consultant, Scott worked in key delivery roles for the former Strategic Rail Authority (now the Department for Transport) and Railtrack (now Network Rail).

Atkins has also appointed Mark Fielding-Smith to the transportation team as client director for digital rail products and services. Mark brings a wealth of expertise in digital transformation in rail including the integration of disruptive technologies.

He will focus on leveraging the potential of digital to deliver greater efficiency, reliability, agility and security to the design, build, operation and maintenance of railways.

Prior to joining Atkins he worked for several leading systems integrators and railway operators, including BAE Systems and London Underground.

Steve Owens has also joined the company as operations director for signalling to oversee the design, engineering, construction, testing and commissioning of signalling systems across the UK rail network.
