The System Operator is a distinct part of Network Rail, responsible for planning the rail network as a cohesive whole and making it greater than the sum of its parts.  We lead the strategic planning of the network, understanding the requirements and strategic goals of users, funders, train operators and other stakeholders, and planning how best to meet them.  We develop potential investments in the network and create business cases for them, giving independent advice to funders and enabling them to make informed choices.  And we create the national timetable, making the best use of capacity on today’s railway.

This role is to lead the team that is the System Operator’s centre of expertise in economics and station capacity analysis.  The team provides analytical support across the System Operator, Network Rail as a whole and to external parties on strategic planning, project development, industry economics and related contractual and regulatory issues.  The team also owns and manages Network Rail’s analytical assurance policy.  The team is currently around 25 people and is planned to expand significantly over the next 1-2 years.

Key Accountabilities:

  • Lead the Economic Analysis, Station Capacity and Analytical Assurance teams within the System Operator and as Network Rail’s centres of expertise in these areas.
  • Lead and manage Network Rail’s relationship with DfT and other funders regarding the development of the industry business case decision making framework.
  • Lead and manage Network Rail’s use of the industry business case decision framework in decision making.
  • Lead the development of passenger and freight demand forecasts and the relationship with industry stakeholders on forecasting issues, including representation on the Passenger Demand Forecasting Executive.
  • Lead the development, implementation and maintenance of Network Rail’s analytical assurance policy.
  • Professional head of relevant analytical disciplines for Network Rail.

Essential

  • Chartered membership of a relevant body (e.g. Chartered Institute of Highways & Transportation, Transport Planning Society, Operational Research Society) or equivalent professional qualifications or experience
  • A degree or equivalent in a subject demonstrating strong numeracy skills.
  • Leadership skills – able to direct, develop, motivate and inspire teams
  • Strong stakeholder management skills at a senior level
  • Proven analytical and numerical skills; including expertise in  developing analytical  frameworks to tackle complex issues
  • Good understanding of regulatory frameworks.
  • Broad based awareness of Network Rail activities and strategic challenges

  • Highly collaborative and adept at developing lasting and productive relationships
