The Role
Highways England is currently recruiting a Senior Technical Advisor (Engineer) for our Operational Technologies Technical Assurance team on a permanent basis to be based in either of our Birmingham or Bristol offices. The role will focus on managing research and development projects, to trial new information/communication and control technologies for roads (Intelligent Transport Systems – ITS), using recognised project management techniques, in support of corporate plans and objectives. The successful Senior Technical Advisor will be involved in the transformation and the updating of TSS Plans Registry, working with internal and external stakeholders and the organisation’s technology teams. The Intelligent Transport Systems (ITS) Group is responsible for developing and implementing new operational services for England’s Motorways and All Purpose Trunk Roads,

Day to Day
TO lead ITS research and development projects in house and/or by managing teams of external consultants. This will involve:

•Evaluating new ITS systems and to develop guidance for deployment.

•Support the development and/or migration of requirements and advice documents for the new DMRB.

•Review standards, specifications and associated work relating to intelligent transport systems.

•Assessing departures from existing standards and specifications.

•Provide technical and asset management support advice to colleagues throughout the organisation.

•Co-operate with colleagues and stakeholders, aligning work and business practices and to ensure project outcomes meet the operational requirements of the business.

•Attend conferences and industry events in order ensure the organisation remains informed about the latest ITS technologies; ensuring knowledge transfer by communicating the latest developments in innovation, technical development and best practice.

•Represent the work of the Group / Organisation at internal and external forums; and engage in ITS development activities in a national and European context.

About you

•A degree in a relevant subject and relevant industry experience, or a combination of relevant qualifications and experience; such as HND.

•Experience of successful project delivery including the ability to plan and manage deployment of physical and financial resources to meet project milestones.

•Applying expertise, to overcome challenges and deliver innovative solutions.

•Good written skills with the ability to translate complex subject matter into clear and understandable written information (standards/policy).

•Strong networking and communication skills, including the ability to communicate effectively and present results.
